On cellular: No — the partner carrier provides DNS. You can install a Private DNS profile (Cloudflare 1.1.1.1, NextDNS) but it applies system-wide, not per-SIM.
On Wi-Fi: Yes, per network.
If you specifically need DoH/DoT for privacy, the Cloudflare 1.1.1.1 iOS/Android app works over cellular and installs as a system-wide profile.
