"Data Roaming" is Apple's toggle for whether the line can use partner networks outside its home country. For Openline — which uses partner networks in every country — Data Roaming must be ON.
This does NOT cost you extra. Openline plans are flat-rate; there's no per-day roaming charge. The "Data Roaming" label is technical terminology from Apple's cellular framework.
Settings → Cellular → Openline → Data Roaming → ON.
