When Wi-Fi is on, iOS shows the Wi-Fi glyph in the status bar instead of the cellular bars, even when cellular is fully connected. That's just how iOS's status bar works. Turn Wi-Fi off temporarily and you'll see the cellular icon and bars appear on the Openline line.
If you see no bars at all with Wi-Fi off, the line hasn't registered yet — try airplane mode toggle, then check that Data Roaming is on for the Openline line. If a partner network name shows next to the bars, cellular is fine and the "issue" is purely visual.
